Once upon a time (and that was only 33 years ago) there were five little boys who played circus in their back yards with a strip of rag carpet for a tent and a paper whale. They charged pins and then pennies.

Then they gave a real show in the barn, and then in the hall. And now they own elephants and camels and giraffes and hippopotamuses, and about forty eleven circuses.

When the bands blare and the horses “rare” and the big green and gold and silver wagons come past, and the clowns cut up such funny didoes, the chances are that you are seeing the men that the Ringling Brothers employ to amuse the boys and girls; yes, and the men and women of America during the summer.

For the circus business of America is the Ringling business.

They own the Ringling Brothers’ show, and Barnum’s, which was later Barnum and Bailey’s, the Forepaugh-Sells shows and what is left of the Hagenback’s and more of the dog and pony shows, and the remnants of Buffalo Bill’s and Pawnee Bill’s Wild West, and Ranch 101, and, oh, lots and lots of other shows.

And they are the boys who started in the barn loft at Baraboo, Wisconsin. They are the “Circus Trust” of America!

The chances are that the government never will complain because the Ringling boys (for they always will be boys, no matter how old they get) are a “trust.” They own lots and lots of circuses, but many of them they bought when they did not need or want them, out of sentiment when some of the competitors of the days when they rode in wagons were in hard luck.

Some they bought so that they might preserve the names of the famous old “shows.” Some they bought so that they might direct the routes, and send some circuses to some city or town their “big shows” could not reach. Some they wanted because from them they could get new acts and new performers for the “big shows,” and some they own because when the public has ceased to thrill over some famous “actor” in the big shows they can send him to the smaller ones where he may perform before those who never have felt the thrills.

There is too much sentiment in the circus business for it to be a destroyer or a menace. The Ringlings have bought shows, carried them, supplied them with acts and given the old owner full charge to buy them back and run them.

Just how many men and women, and horses and dogs these boys own now even they do not know exactly. Some idea of the vast expanse of creating and maintaining a great circus may be gained from the fact that the Ringling shows’ menagerie alone is valued and insured at more than $1,000,000; the forty performing elephants are worth $250,000. The robe worn by one elephant alone cost $12,000. The length of the Ringlings’ main tent is 580 feet, the largest ever erected; the menagerie contains 108 cages, and the parade is three miles long. The 4,500 costumes worn in the Solomon and the Queen of Sheba spectacle itself were produced at the cost of more than $1,000,000.

Double these latter figures—for the Barnum shows are about the same size, add one-third for the smaller shows controlled and you will have some idea of the magnitude of the “show” business.

Another article is published by this author the following year, outlining the revival of Buffalo Bill's Wild West show and their competition with the Ringling brothers. Would this future article contradict the author's article about the Ringling brothers?

The surgery of America in those days was still in the masterly grasp of those great surgeons who, in the bloodiest war of modern times, had advanced their profession to an enviable position. In practically every city of the land, the leading surgeon was a man who, after Antietam, Gettysburg, and Cold Harbor, had amputated, perhaps, scores of limbs in a single day. The young man thirsting for a place in surgery, stood no chance in the race with men whose operative work in a single day had exceeded all that he might hope to do in ten years.

As a result, the surgery of the country in 1885 was in the hands of men already getting past middle age, and not easily adaptable to new things; as fine a class of surgeons, nevertheless, as ever honored the profession of any country.

Meanwhile the times had changed. Under the stimulus of the work of Lister, antiseptic surgery had been born. The older men watched the younger ones as they fearlessly invaded field after field upon which they had never dared to tread, and they hesitated in their work. The knowledge of bacteriology had been their undoing. A few of these men, conspicuously Keen, of Philadelphia, and Conner, of Cincinnati, adapted themselves to the new order of things; the great majority of them were crowded out by the younger men.

And had these excellent men, thus crowded out of their field of activity, done nothing for surgery? Let us look briefly at their work. After one of the great battles, perhaps 100 amputations were performed. Experience had taught them that in the serious wounds of the extremities, without amputation, 75 percent died; with immediate amputation, 75 percent lived. In other words, amputation avoided fifty deaths in each 100 cases, chiefly from septicemia, pyxemia, erysipelas, secondary hemorrhage, and hospital gangrene. But the new surgery made unnecessary most of these amputations, practically annihilated all these causes of death, and yet saved most of the limbs. Competition under these circumstances was out of the question.

The older men then stepped aside so far as operative surgery went; but the magnificent knowledge of non-operative surgery which these men had attained, executive ability of the first order, and the power of handling large bodies of men, left them still invaluable to the profession and the world. As an illustration of this point, note that as the great railroads pushed westward, almost every one had as chief surgeon one of these able men. Mercer of the Union Pacific, Livingston of the Burlington, and Bancroft of the Denver and Rio Grande, may serve as examples. During the transition period of which I speak, although the young men carried on their operative work independently, they continually sought the counsel of these older men in broad surgical questions, in their fractures and dislocations, and in many other non-operative parts of the field of surgery for which an incomparable experience had so magnificently fitted them.

1. Moral philosophy, or the science of human nature, may be treated after two different manners, each of which has its peculiar merit and may contribute to the entertainment, instruction, and reformation of mankind. The one considers man chiefly as born for action and as influenced in his measures by taste and sentiment, pursuing one object and avoiding another according to the value that these objects seem to possess and according to the light in which they present themselves. As virtue, of all objects, is allowed to be the most valuable, this species of philosophers paint her in the most amiable colors, borrowing all helps from poetry and eloquence and treating their subject in an easy and obvious manner and such as is best fitted to please the imagination and engage the affections. They select the most striking observations and instances from common life; place opposite characters in a proper contrast; and alluring us into the paths of virtue by the views of glory and happiness, direct our steps in these paths by the soundest precepts and most illustrious examples. They make us feel the difference between vice and virtue; they excite and regulate our sentiments; and so they can but bend our hearts to the love of probity and true honor, they think, that they have fully attained the end of all their labors.

2. The other species of philosophers considers man in the light of a reasonable rather than an active being, and endeavors to form his understanding more than cultivate his manners. They regard human nature as a subject of speculation, and with a narrow scrutiny examine it in order to find those principles that regulate our understanding, excite our sentiments, and make us approve or blame any particular object, action, or behavior. They think it a reproach to all literature that philosophy should not yet have fixed, beyond controversy, the foundation of morals, reasoning, and criticism, and should forever talk of truth and falsehood, vice and virtue, beauty and deformity, without being able to determine the source of these distinctions. While they attempt this arduous task, they are deterred by no difficulties, but proceeding from particular instances to general principles, they still push on their enquiries to principles more general, and rest not satisfied ‘till they arrive at those original principles, by which, in every science, all human curiosity must be bounded. Though their speculations seem abstract, and even unintelligible to common readers, they aim at the approbation of the learned and the wise, and think themselves sufficiently compensated for the labor of their whole lives if they can discover some hidden truths that may contribute to the instruction of posterity.

3. It is certain that the easy and obvious philosophy will always, with the generality of mankind, have the preference above the accurate and abstruse, and by many will be recommended, not only as more agreeable, but more useful than the other. It enters more into common life; molds the heart and affections; and, by touching those principles which actuate men, reforms their conduct, and brings them nearer to that model of perfection that it describes. On the contrary, the abstruse philosophy, being founded on a turn of mind, which cannot enter into business and action, vanishes when the philosopher leaves the shade, and comes into open day; nor can its principles easily retain any influence over our conduct and behavior. The feelings of our hearts, the agitation of our passions, the vehemence of our affections, dissipate all its conclusions, and reduce the profound philosopher to the mere plebeian.

Shortly after publishing this essay, the author publishes a new essay in which he praises the practical applicability of an exceptionally complex moral philosophy that is based on pure rationality. Would this subsequent article contradict the author's thesis in this article?

The life of Francis Bacon is one that it is a pain to write or to read. It is the life of a man endowed with as rare a combination of noble gifts as ever was bestowed on a human intellect; the life of one with whom the whole purpose of living and of every day's work was to do great things to enlighten and elevate humanity; it was the life of a man who had high thoughts of the ends and methods of law and government, and with whom the general and public good was regarded as the standard by which the use of public power was to be measured. All his life long his first and never-sleeping passion was the romantic and splendid ambition after knowledge, for the conquest of nature and for the service of humankind. It is difficult to imagine a grander and more magnificent career, and his name ranks among the few chosen examples of human achievement. And yet it was not only an unhappy life; it was a poor life. We expect that such an overwhelming weight of glory should be borne up by a character corresponding to it in strength and nobleness. But that is not what we find. He cringed to such a man as Buckingham. He sold himself to the corrupt and ignominious government of James I. He was willing to be employed to hunt to death a friend like Essex, guilty, deeply guilty, to the State, but to Bacon the most loving and generous of benefactors. With his eyes open he gave himself up without resistance to a system unworthy of him; he would not see what was evil in it, and chose to call its evil good, and he was its first and most signal victim.

Bacon has been judged with merciless severity. But he has also been defended by an advocate whose name alone is almost a guarantee for the justness of the cause which he takes up, and the innocency of the client for whom he argues. Mr. Spedding devoted nearly a lifetime, and all the resources of a fine intellect and an earnest conviction, to make us revere as well as admire Bacon. But it is vain. It is vain to fight against the facts of his life: his words, his letters. "Men are made up," says a keen observer, "of professions, gifts, and talents; and also of themselves." With all his greatness, his splendid genius, his magnificent ideas, his enthusiasm for truth, his passion to be the benefactor of his kind; with all the charm that made him loved by good and worthy friends, amiable, courteous, patient, delightful as a companion, ready to take any trouble—there was in Bacon's "self" a deep and fatal flaw. He was a pleaser of men. He was one of the men—there are many of them—who are unable to release their imagination from the impression of present and immediate power, face-to-face with themselves. It seems as if he carried into conduct the leading rule of his philosophy of nature, parendo vincitur. In both worlds, moral and physical, he felt himself encompassed by vast forces, irresistible by direct opposition. Men whom he wanted to bring round to his purposes were as strange, as refractory, as obstinate, as impenetrable as the phenomena of the natural world. It was no use attacking in front, and by a direct trial of strength, people like Elizabeth or Cecil or James; he might as well think of forcing some natural power in defiance of natural law. The first word of his teaching about nature is that she must be won by observation of her tendencies and demands; the same radical disposition of temper reveals itself in his dealings with men: they, too, must be won by yielding to them, by adapting himself to their moods and ends; by spying into the drift of their humor, by subtly and pliantly falling in with it, by circuitous and indirect processes, the fruit of vigilance and patient thought. He thought to direct, while submitting apparently to be directed. But he mistook his strength. Nature and man are different powers, and under different laws. He chose to please man, and not to follow what his soul must have told him was the better way. He wanted, in his dealings with men, that sincerity on which he insisted so strongly in his dealings with nature and knowledge. And the ruin of a great lifetime was the consequence.

Lincoln took but little part in politics of slavery until the passage of the Nebraska Bill by Congress in 1854. The enactment of this measure impelled him to take a firmer stand upon the question of slavery than he had yet assumed. He had been opposed to the institution on grounds of sentiment since his boyhood; now he determined to fight it from principle. Mr. Herndon states that Lincoln really became an anti-slavery man in 1831, during his visit to New Orleans, where he was deeply affected by the horrors of the traffic in human beings. On one occasion he saw a slave, a beautiful girl, sold at auction. She was felt over, pinched, and trotted around to show bidders she was sound. Lincoln walked away from the scene with a feeling of deep abhorrence. He said to John Hanks, "If I ever get a chance to hit that institution, John, I'll hit it hard!"

Judge Gillespie records a conversation that he had with Lincoln in 1850 on the slavery question, remarking by way of introduction that the subject of slavery was the only one on which he (Lincoln) was apt to become excited. "I recollect meeting him once at Shelbyville," says Judge Gillespie, "when he remarked that something must be done or slavery would overrun the whole country. He said there were about six hundred thousand non-slaveholding whites in Kentucky to about thirty-three thousand slaveholders; that in the convention then recently held it was expected that the delegates would represent these classes about in proportion to their respective numbers; but when the convention assembled, there was not a single representative of the non-slaveholding class; everyone was in the interest of the slaveholders; 'and,' said he, 'the thing is spreading like wildfire over the country. In a few years we will be ready to accept the institution in Illinois, and the whole country will adopt it.' I asked him to what he attributed the change that was going on in public opinion. He said he had recently put that question to a Kentuckian, who answered by saying, 'You might have any amount of land, money in your pocket, or bank-stock, and while traveling around nobody would be any wiser; but if you had a black man trudging at your heels, everybody would see him and know that you owned a slave. It is the most ostentatious way of displaying property in the world; if a young man goes courting, the only inquiry is as to how many slaves he owns.' The love for slave property was swallowing up every other mercenary possession. Its ownership not only betokened the possession of wealth, but indicated the gentleman of leisure who scorned labor. These things Mr. Lincoln regarded as highly pernicious to the thoughtless and giddy young men who were too much inclined to look upon work as vulgar and ungentlemanly. He was much excited, and said with great earnestness that this spirit ought to be met, and if possible checked; that slavery was a great and crying injustice, an enormous national crime, and we could not expect to escape punishment for it. I asked him how he would proceed in his efforts to check the spread of slavery. He confessed he did not see his way clearly; but I think he made up his mind that from that time he would oppose slavery actively. I know that Lincoln always contended that no man had any right, other than what mere brute force gave him, to hold a slave. He used to say it was singular that the courts would hold that a man never lost his right to property that had been stolen from him, but that he instantly lost his right to himself if he was stolen. Lincoln always contended that the cheapest way of getting rid of slavery was for the nation to buy the slaves and set them free."

While in Congress, Lincoln had declared himself plainly as opposed to slavery; and in public speeches not less than private conversations he had not hesitated to express his convictions on the subject. In 1850 he said to Major Stuart: "The time will soon come when we must all be Democrats or Abolitionists. When that time comes, my mind is made up. The slavery question cannot be compromised." The hour had now struck in which Lincoln was to espouse with his whole heart and soul that cause for which finally he was to lay down his life. In the language of Mr. Arnold, "He had bided his time. He had waited until the harvest was ripe. With unerring sagacity he realized that the triumph of freedom was at hand. He entered upon the conflict with the deepest conviction that the perpetuity of the Republic required the extinction of slavery.

Which of these conclusions about Abraham Lincoln could not reasonably be drawn from the text?

The upholders of the Stratford-Shakespeare superstition call us the hardest names they can think of, and they keep doing it all the time; very well, if they like to descend to that level, let them do it, but I will not so undignify myself as to follow them. Anyway, those thugs have built their entire superstition upon inference, not upon known and established facts.

Ordinarily when an unsigned poem sweeps across the continent like a tidal wave whose roar and boom and thunder are made up of admiration, delight, and applause, a dozen obscure people rise up and claim the authorship. Do you remember "Beautiful Snow"? Its authorship was claimed by most of the grown-up people who were alive at the time, and every claimant had one plausible argument in his favor, at least—to wit, he could have done the authoring; he was competent.

Have the Works been claimed by a dozen? They haven't. There was good reason. The world knows there was but one man on the planet at the time who was competent—not a dozen, and not two. There has been only one Shakespeare. There couldn't be two; certainly there couldn't be two at the same time. It takes ages to bring forth a Shakespeare, and some more ages to match him.

The Baconians claim that the Stratford Shakespeare was not qualified to write the Works, and that Francis Bacon was. They claim that Bacon possessed the stupendous equipment—both natural and acquired—for the miracle; and that no other Englishman of his day possessed the like; or, indeed, anything closely approaching it. Macaulay, in his Essay, has much to say about the splendor and horizonless magnitude of that equipment. Also, he has synopsized Bacon's history—a thing which cannot be done for the Stratford Shakespeare, for he hasn't any history to synopsize. Bacon's history is open to the world, from his boyhood to his death in old age—a history consisting of known facts, displayed in minute and multitudinous detail; facts, not guesses and conjectures.

Young Bacon took up the study of law, and mastered that abstruse science. From that day to the end of his life he was daily in close contact with lawyers and judges; not as a casual onlooker in intervals between holding horses in front of a theater, but as a practicing lawyer—a great and successful one. When we read the praises bestowed by Lord Penzance and the other illustrious experts upon the legal condition and legal aptitude, brilliances, profundities, and felicities so prodigally displayed in the Plays, and try to fit them to the historyless Stratford stage-manager, they sound wild, strange, incredible, ludicrous; but when we put them in the mouth of Bacon they do not sound strange, they seem in their natural and rightful place, they seem at home there. "At every turn and point at which the author required a metaphor, simile, or illustration, his mind ever turned first to the law; he seems almost to have thought in legal phrases; the commonest legal phrases, the commonest of legal expressions, were ever at the end of his pen." That could happen to no one but a person whose trade was the law; it could not happen to a dabbler in it. Veteran mariners fill their conversation with sailor-phrases and draw all their similes from the ship and the sea and the storm, but no mere passenger ever does it.

Isn't it odd that you may list all the celebrated Englishmen of modern times, clear back to the first Tudors and you can go to the histories, biographies, and cyclopedias and learn the particulars of the lives of every one of them. Every one of them except one—the most famous, the most renowned—by far the most illustrious of them all—Shakespeare! You can get the details of the lives of all the celebrated ecclesiastics in the list; all the celebrated tragedians, comedians, singers, dancers, orators, judges, lawyers, poets, dramatists, historians, and so on—you can get the life-histories of all of them but one. Just one—the most extraordinary and the most celebrated of them all—Shakespeare! About him you can find out nothing. Nothing of even the slightest importance. Nothing that even remotely indicates that he was ever anything more than a distinctly commonplace person— an actor of inferior grade, a small trader in a small village that did not regard him as a person of any consequence, and had forgotten all about him before he was fairly cold in his grave. There are many reasons why, and they have been furnished in cart-loads (of guess and conjecture) by those troglodytes; but there is one that is worth all the rest of the reasons put together—he hadn’t any history to record.

The author’s conclusion that there is no history of Shakespeare because he had no history to record primarily ignores the fact that __________.

The introduction of Christianity to this country subsequent to the Saxon invasion was effected by means of two independent agencies—the Roman mission under the leadership of Augustine which arrived in Thanet in 597, and the Scottish missionaries who, in response to the invitation of Oswald, king of Northumbria, took up their residence in the island of Lindisfarne in 635.

The primary task of these missionaries was obviously that of converting a people who professed a heathen religion to an adherence to the Christian faith. The accomplishment of this main task, however, involved two additional tasks, the one moral, the other social. A dismal picture of the moral condition of the settlers in this country in the fifth century has been painted by Montalembert. Basing his account on Ozanam’s “Germains avant la Christianisme” he asks, “What could be expected in point of morality from persons accustomed to invoke and to worship Woden, the god of massacres, Freya, the Venus of the North, the goddess of sensuality, and all those bloody and obscene gods of whom the one had for his emblem a naked sword and another the hammer with which he broke the heads of his enemies?” He continues, “The immortality which was promised to them in their Valhalla but reserved for them new days of slaughter and nights of debauchery spent in drinking deep in the halls of their victims. And in this world, their life was but too often a prolonged indulgence of carnage, plundering and lechery.” Herein lay the moral task which awaited the Christian missionaries. They had to replace the existing national ideals with the ideals of Christianity—ideals of the highest standard of personal morality. The social task undertaken by the missionaries was that of elevating this country from a condition of barbarism into a state of civilisation. Referring to the results of the introduction of Christianity, Green writes, “The new England was admitted into the older commonwealth of nations. The civilisation, art, letters, which had fled before the sword of the English conquest returned with the Christian faith.”

What means could be adopted by the missionaries to accomplish the ends they had in view? It is obvious that continual teaching and instruction would be imperative to meet the needs of the converts to the new faith, and it is equally clear that it would be necessary to provide for the creation of a native ministry in order that the labours of the early missionaries might be continued. Teaching, consequently, occupies a position of the greatest importance, and it is to the educational aspect of the labours of these missionaries rather than to the religious or the ecclesiastical aspect that our attention is now directed. It may be advisable for us to remind ourselves that these missionaries came to this country speaking the Latin tongue, that the services of the Church were carried on in that language, and that such books as existed were also written in Latin. It is necessary to make this point clear in order to show that schools for instruction in this language would be imperative from the very first.

It is also important to remember, as Montalembert points out, that the conversion of England was effected by means of monks, first of the Benedictine monks sent from Rome, and afterwards of Celtic monks. We may here lay down a general hypothesis, which the course of this thesis will tend to demonstrate: the educational institutions established in this country were due to an imitation of those which had been in operation elsewhere. The Christian missionaries to England, for example, did not originate a system of education. They adopted what they had seen in operation in the parent monasteries from which they came, and, in so doing, they would naturally adapt the system to the special needs of the country. Some exceptions to this general principle may be found; they will be noted in their proper place.

Accepting this hypothesis, before we can proceed to consider the special work for education of the monasteries in this country, it is necessary briefly to review the meaning of monachism and to consider the extent to which monasteries had previously associated themselves with educational work.

Another thesis is published, within a year of the publication of this article, detailing the immigration and assimilation of the Saxon peoples into English society, does it contradict this argument?

And in this world, their life was but too often a prolonged indulgence of carnage, plundering and lechery.” Herein lay the moral task which awaited the Christian missionaries. They had to replace the existing national ideals with the ideals of Christianity—ideals of the highest standard of personal morality. The social task undertaken by the missionaries was that of elevating this country from a condition of barbarism into a state of civilisation. Referring to the results of the introduction of Christianity, Green writes, “The new England was admitted into the older commonwealth of nations. The civilisation, art, letters, which had fled before the sword of the English conquest returned with the Christian faith.”

What are the purposes of history, and in what spirit should it be written? Such, in effect, are the questions which Mr. Gooch propounds in this very interesting volume. He wisely abstains from giving any dogmatic answers to these questions, but in a work which shows manifest signs of great erudition and far-reaching research he ranges over the whole field of European and American literature, and gives us a very complete summary both of how, as a matter of fact, history has been written, and of the spirit in which the leading historians of the nineteenth century have approached their task.

Mr. Bryce, himself one of the most eminent of modern historians, recently laid down the main principle which, in his opinion, should guide his fellow-craftsmen. "Truth," he said, "and truth only is our aim." The maxim is one which would probably be unreservedly accepted in theory by the most ardent propagandist who has ever used history as a vehicle for the dissemination of his own views on political, economic, or social questions. For so fallible is human nature that the proclivities of the individual can rarely be entirely submerged by the judicial impartiality of the historian. It is impossible to peruse Mr. Gooch's work without being struck by the fact that, amongst the greatest writers of history, bias—often unconscious bias—has been the rule, and the total absence of preconceived opinions the exception. Instead, his escapade was made a question in the House of Commons, and the fact brought him such publicity that The Daily Graphic paid him handsomely to write on the Cuban Revolution, and the Spanish Government rewarded him with the Order of Military Merit.

At the very outbreak of the Boer War, he was taken prisoner. It seemed a climax of misfortune. With his brother officers, he had hoped in that campaign to acquit himself with credit, and that he should lie inactive in Pretoria appeared a terrible calamity. To the others who, through many heart-breaking months, suffered imprisonment, it continued to be a calamity. But within six weeks of his capture, Churchill escaped, and, after many adventures, rejoined his own army to find that the calamity had made him a hero.

When after the battle of Omdurman, in his book The River War, he attacked Lord Kitchener, those who did not like him, and they were many, said: "That's the end of Winston in the army. He'll never get another chance to criticize K. of K." But only two years later the chance came, when, no longer a subaltern, but as a member of the House of Commons, he patronized Kitchener by defending him from the attacks of others.

As the practical way to get as close as possible to this ideal, the ethics of utility would command two things. (1) First, laws and social arrangements should place the happiness (or what for practical purposes we may call the interest) of every individual as much as possible in harmony with the interest of the whole. (2) Education and opinion, which have such a vast power over human character, should use that power to establish in the mind of every individual an unbreakable link between his own happiness and the good of the whole; especially between his own happiness and the kinds of conduct (whether doing or allowing) that are conducive to universal happiness. If (2) is done properly, it will tend to have two results: (2a) The individual won’t be able to conceive the possibility of being personally happy while acting in ways opposed to the general good. (2b) In each individual a direct impulse to promote the general good will be one of the habitual motives of action, and the feelings connected with it will fill a large and prominent place in his sentient existence. This is the true character of the utilitarian morality. It is the same with the great tides of history. Wise men shrink from summing them up in single propositions. That the French Revolution led to an immense augmentation of happiness, both for the French and for mankind, can only be denied by the Pope. That it secured its beneficent results untempered by any mixture of evil, can only be maintained by men as mad as Doctor Pangloss. The Greek poetess Corinna said to the youthful Pindar, when he had interwoven all the gods and goddesses in the Theban mythology into a single hymn, that we should sow with the hand and not with the sack. Corinna's monition to the singer is proper to the interpreter of historical truth: he should cull with the hand, and not sweep in with the scythe. It is doubtless mere pedantry to abstain from the widest conception of the sum of a great movement. A clear, definite, and stable idea of the meaning in the history of human progress of such vast groups of events as the Reformation or the Revolution, is indispensable for anyone to whom history is a serious study of society. It is just as important, however, not to forget that they were really groups of events, and not in either case a single uniform movement. A sensible man learns, in everyday life, to abstain from praising and blaming character by wholesale; he becomes content to say of this trait that it is good, and of that act that it was bad.

Of all the men of the Revolution, Robespierre has suffered most from the audacious idolatry of some writers, and the splenetic impatience of others. M. Louis Blanc and M. Ernest Hamel talk of him as an angel or a prophet, and the Ninth Thermidor is a red day indeed in their martyrology. Michelet and M. D'Héricault treat him as a mixture of Cagliostro and Caligula, both a charlatan and a miscreant. We are reminded of the commencement of an address of the French Senate to the first Bonaparte: 'Sire,' they began, 'the desire for perfection is one of the worst maladies that can afflict the human mind.' This bold aphorism touches one of the roots of the judgments we pass both upon men and events. It is because people so irrationally think fit to insist upon perfection, that Robespierre's admirers would fain deny that he ever had a fault, and the tacit adoption of the same impracticable standard makes it easier for Robespierre's wholesale detractors to deny that he had a single virtue or performed a single service. The point of view is essentially unfit for history. It is folly for the historian, as it is for the statesman, to strain after the imaginative unity of the dramatic creator. Social progress is an affair of many small pieces and slow accretions, and the interest of historic study lies in tracing, amid the immense turmoil of events and through the confusion of voices, the devious course of the sacred torch, as it shifts from bearer to bearer. And it is not the bearers who are most interesting, but the torch.

It is obvious that a scheme of this kind depends for its success upon each end (or something like it) of the line of totality being in telegraphic communication with the other end, and this involves a combination of favorable circumstances not likely to exist at every occurrence of a total eclipse, and in general only likely to prevail in the case of eclipses visible over inhabited territory, such as the two Americas, Europe, and parts of Asia. This use of the telegraph was, I think, first proposed as far back as 1878, by an American astronomer, in connection with the total eclipse of that year. His proposal fell upon sympathetic ears, with the result that arrangements were concluded with the Western Union Telegraph Company of North America for the expeditious forwarding of messages from northern stations on the eclipse line to southern stations. Some attention was being given at that time to the question of Intra-Mercurial planets, and it was thought that if by good fortune any such objects were unexpectedly found at the northern station, and observers at a southern station could be advised of the fact, there might be a better chance of procuring an accurate and precise record of the discovery. As it happened, nothing came of it on that occasion, but the idea of utilizing the telegraph having once taken possession of men’s minds, it was soon seen what important possibilities were opened up.
